Why does abstinence play a cruel joke on teenagers in America?

Today in the United States, 37 states are required to provide information about abstinence in sex education courses. Young people are interested in abstinence as a way to combat infections and unwanted pregnancies. But is everything so clear?
In the most recent large-scale analysis, conducted between 1994 and 2008, researchers focused on two subgroups. First, they examined how committing to remain a virgin was associated with the likelihood of being diagnosed with HPV. This analysis included 3, 254 women, of whom 15% reported that they had committed to remaining a virgin.
SIGNS THAT SAY THAT ABSTINENCE IS SUCCESSFUL
The results showed that among those women who later decided to give up this responsibility, 20% more were infected with HPV. In addition, over a long period of maintaining virginity, 12% eventually experienced frequent unwanted pregnancies.
How did this happen? The study authors said that those who made an effort to remain abstinent for a long time were less interested in sexual safety. Moreover, they were dependent on their partners and did not care about safety.
Moreover, such people often violate abstinence at the most inopportune moments. For example, they are under the influence of alcohol. Thus, they are less likely to use appropriate contraception and protection.
