Why do men report more sexual intercourse than women?

One of the most consistent findings from studies of human sexual behavior is that men report a significantly higher number of sexual partners than women.
In theory, the numbers reported by average men and women should be almost the same, right? However, we can clearly see how we often report twice as many partners as the fair sex (on average, seven for women and 14 for men). Why is this happening?
